Constitutional Court ruled against replacing of Parliament’s Speakers (nov 15, 2005)

Yesterday, following a twelve hour session, the Constitutional Court of Romania eventually ruled against the possibility of replacing the Parliament’s Speakers during their four-year office, except for the cases stated by the constitutional text.


This autumn, the MPs of the parliamentary majority in place imposed revision of Chambers’ rules in order to be able to oust Speakers – who are from the Social-Democrat party in opposition.


Following long debates and parliamentary strike threats – coming from the opposition MPs –, parliaments regulations were changed in order to permit the desired Speakers possible removal.


The Social-Democrats passed the new regulation only after they were granted that the text should be approved by a Constitutional Court ruling. The opposition’s way out by calling a Court decision was based on the fact that most of the Constitutional Court members were appointed during the Social-Democrat regime.


As Romania Report said, few days ago, that there were signs that the Court would back Social-Democrats in their efforts to preserve offices both for Nicolae Vacaroiu and Adrian Nastase as Parliament's Speakers.
