Bucharest, Nov 18 – Today, during a seven hour meeting, the Homeland Security Supreme Council (CSAT) decided to create the National Intelligence Community in Romania. The CSAT meeting -- chaired by Romanian President Traian Basescu -- decided to revamp leadership of the Foreign Intelligence Service (SIE) and to create the National Intelligence Community (CNI), which is to operate within CSAT.
The meeting was attended, among others, by PM Calin Popescu-Tariceanu, ForMin Mihai-Razvan Ungureanu, Interior Minister Vasile Blaga, Defence Minister Teodor Atanasiu, Industry Minister Codrut Seres, FinMin Sebastian Vladescu, Justice Minister Monica Macovei, the chiefs of secret services, the Chief of the General Staff Eugen Badalan.
During the meeting, the new SIE managerial structure was agreed upon, by reducing the number of deputy directors from 4 to 2.
The main goals of the new created National Intelligence Community (CNI) – set to function within CSAT – are to organize and coordinate intelligence activities regarding homeland security. CNI is to act as a functional network of the public authorities in the homeland security system.
CNI is based on the unity of goals, targets and strategies to be secured by intelligence provided by its components – i.e. Romanian Intelligence Service (SRI), Foreign Intelligence Service (SIE), General Directorate for Defence Intelligence (DGIA) and General Directorate for Home Intelligence and Protection (from the Ministry of Administration and Interior).
