U.N. Security Council Summit: President Traian Basescu delivered speech on fight against terrorism (Sep 15, 2005)

New York -- Romanian President Traian Basescu presented on Wednesday in New York, during the top-level plenum of the Security Council member states, Romania's view on the fight against terrorism. The head of state stressed the need of a more resolute international response to the acts of terrorism, since this threat represents the main issue in the field of security at the beginning of this millennium.


Emphasizing the fact that the Council responded with remarkable readiness to the realities after September 11, which shaped decisively our world, the Romanian President stressed that the Security Council still has to do more in this respect. "The terrorists attacks of London, Sharm-el-Sheikh, Baghdad and Bangladesh keep reminding us that we need a lasting security network, to cover all unsafe regions," the head of state said.


Basescu addressed the four elements that synthesize Romania's view on the fight against terrorism.


Firstly, he said, so far the fight is targeting only the consequences of terrorism but rarely its causes and origins. "It is obvious that the whole world must cope with a new ideology, that doesn't show respect for other states or societies, for cultures or for human rights: it is the ideology of terror. I believe that this ideology is the new enemy of mankind," Basescu said.


He stated that the fight against these threats must be extended to their origin, to eradicate them through permanent actions and adequate investments. This view explains in great extend Romania's decision to join its allies and partners in the continuous effort to stabilize and reconstruct Iraq and Afghanistan, said Basescu, adding that Romania carries a significant investment under various U.N. authorised missions, and therefore, is interested in their achievement.


Secondly, Romania was granted the Presidency of the Security Council Committee (set up following the 1540 Resolution in 2004) - committee which underlines the global effort to reduce the weak points in the fight against an alarming form of terrorism: the proliferation of mass destruction weapons. The non-proliferation actions must deeply concern all UN member states, Basescu said.


Thirdly, Romania considers that the global anti-terrorism efforts cannot be based solely on the Security Council's actions, but requires a wide and sustained involvement of the entire UN community. "Each member state must be backed in developing its own defence measures and adequate response capacities meant to face terrorist attacks," Basescu said. He stressed that the trafficking with human beings, weapons, drugs and counterfeited products that provide resources for the terrorist networks and regional conflicts, must not be overlooked. These phenomena are current in the Western Balkans and in the Black Sea area, the chief of state reminded.


In order to conclude, Traian Basescu said Romania's experience gathered in South-Eastern Europe and Black Sea regions indicates that the regional actions can be decisive in promoting answers to international threats. He stressed that Romania backs the dialogue and cooperation in the region and wants to promote its experience at international level. "The international community must be able to respond to every challenge against security on the globe, by efficiently using its resources, and by providing the right response to violence," the Romanian President concluded.
